They have a lot of power to get rid of probationary employees. That would cut things by around 7%. But the resignation letter thing was just dumb. It’s illegal to offer pay that Congress has not yet allocated. The offer extends to Sept. and the CR only goes to March. The thing is that if you look at number of federal employees vs population things are surprisingly a lot less bloated then they were in the past. Some agencies need people and some have too many. It would be wiser to move people around so fewer agencies are properly staffed. What’s bad is the contracts. HHS has more than double the budget of Defense. Treasury has a massive budget. Those are the big three.
