That does NOT mean "a stranger can walk up to your door, and offer to take you (sic) complete ballot and deposit it with the county elections board." The back of the ballot return envelope has to be filled out by the voter. In L.A. County It says:
"I am unable to return my ballot and hereby authorize:" There is a line to print the name of the "stranger," a line to put the relationship of the "stranger" to the voter and a line for the signature of the "stranger." It's your typical BULLSHIT to say a stranger can walk up to your door and simply take a voter's completed ballot.
More BULLSHIT - an unofficial ballot box is not the same as an official ballot box. An official ballot box can only be accessed by a government official, just as mailed ballots can only be accessed by USPS employees.
The ONLY way an unofficial ballot box in a Union hall, nursing home or church can be legal is if the person returning the ballots stands right next to the ballot box all day and signs each and every ballot that is deposited in that ballot box. Your statement that "a designated person that collects these ballots daily and takes them to the county recorder..." is bullshit if the "designated person" isn't standing next to the ballot box and signing each ballot.
