especially in a "poor manner", it usually is in context of the people who are not looking to further themselves and their families in life, it would be very similar to "rednecks" "white trash" who are white and have chosen to go a path of "lest resistance". Why someone, anyone would not want to better themselves is beyond comprehension.
People who aren't focused or do not want to sort out something end up blaming an entity or situation, which is exactly what happens in certain African American Communities. Instead of turning inward and saying "how can I change my situation" the blame is placed on the external forces.
Then there are the African Americans who look to excel at whatever it is they choose to do, Martin Luther King, of course, being the first to come to mind, he wanted his people to "rise above", with dignity, unfortunately many did not hear that calling. The Reverend Jesse Jackson being another great leader, as a young girl, I looked up to and was mesmerized by the man's eloquence, his daughter Santita Jackson, a beautiful classy lady, who I remember one evening about a year ago on Fox stating, what she wants for her people is for them to be educated, for without an education, there would be no way out of their situation, Colin Powell is another great gentleman, Condoleeza Rice, and of course, love him or hate him, the incomparable genius of Herman Cain (which in my opinion is where the Republicans did themselves, our nation and Mr Cain a great disservice) for with his credentials a mathematician of ballistics, he most certainly could have brought this country out of the economic free fall we are now seeing.
So, it is not "black people" per se, that might be spoken of in an inferior way, it is certain black people, just as there are certain white people who wish not to do anything to help themselves and constantly expect and feel the entitlement.
