There is an Acknowledgement: "The Bureau of Investigation and Intelligence, Intelligence Operations Program, gratefully acknowledges Department of Homeland Security Intelligence Officer [name deleted for TER post], assigned to the Northern California Regional Intelligence Center for consultation and assistance provided."

There are 240 footnotes in the 118 page report. This was a report on transnational crime in CA. It makes several references to cases and information in other states, including NYS. Many of the citations are to the NY Times which MIGHT contain references to the McDonough report.

Does anyone think that the AG herself spent thousands of hours to interview, research, compile, and write the entire report herself? Do you think that a CEO of a similarly sized company writes the Annual Report himself or herself and puts his or her signature on the front? If the Annual Report says, "The annual market is $100B." and doesn't provide a source, he isn't accused of plagiarism for not citing "The XYZ Marketing Report on the ABC Industry." If he was so accused, he'd put the blame on the staff that actually researched and wrote the Annual Report.

These are REPORTS and are not intended to be "creative works" used for recognition as such (PhD thesis, Pulitzer Prize, Book Award, etc..) Are you morons not familiar with projects such as this?

The Post article also mentions Harris's remarks at a hearing that implies that she "plagiarized" it from a prior speaker ... BUT THEY ALSO QUOTE THAT PRIOR SPEAKER:

New claims of plagiarism emerged Tuesday against Vice President Kamala Harris — with allegations including that she fabricated a story about sex trafficking and cribbed the work of other prosecutors, a judge and even Wikipedia to draft state reports on crime.
Harris, 60, seems to have invented details of a sex crime case out of whole cloth and taken sentences directly from published work by former California Attorney General Bill Lockyer as well as a New York jurist.
Interestingly plagiarism derailed one of Joe Joes presidential bids but this won’t even cause a bump in her numbers. 😲😤
