The Chairman of the Joint Chiefs is merely an advisor to the President and has no authority or position within the Military to create any orders for other members of the armed forces or to carry them out. So his actioned could, indeed, be likened to a "silent coup." He was an outsider, not in the chain of command, attempting to subvert the authority of the commander-in-chief.
