The trouble with polls and subsequent statistics is that they are only accurate for that immediate period of time they are taken. To show you what I mean, I suggest you google the Presidential Approval Ratings as presented by the Gallup Historical Statistics and Trends. You will see that approval ratings vary at different times. Surprisingly however, the “Overall Average Ratings” for Presidents from 1953 to 2017 shows Barack Obama at 47.9% and the only ones lower during that span are Gerald Ford at 47.2%, Jimmy Carter at 45.5%, and Harry Truman at 45.4%. Yes, even Richard Nixon scored higher if you can believe it at 49.0%. So, maybe a number of people have been smoking a lot of shit throughout the years.

A cursory check shows that the low point of George W. Bush's approval rating was 25. And he hit it THREE TIMES during the end of his second term.

But discussing Presidential polling levels does NOT require me to ONLY talk about averages. And Obama NEVER approached Dubya's low of 25%.
