It's deliberately provoking civil war.  Under the law if some asshole is assaulting you without announcing that they are law enforcement you have the absolute right to kill them.  The announce rule actually arose from a case where a police officer had entered a home without announcing who he was and was shot dead by the homeowner.  The homeowner was acquitted of murder.  Stupidly he was looking for pot, so it probably would have been smarter for the government to just not have made pot illegal in 1934 in the first place.  But I digress.

No law enforcement officer has the authority to pick up people from the street with announcing why they are arresting the person. This happened in old USSR, Nazi Germany, North Korea, Turkey, China, middle eastern Countries   ... I fucking know what a police state it!
