Didn't Newsom make the same or very similar point in all of his interviews on his book tour? I know I heard it as least once with a different interviewer ... but I don't know if the audience was black, white, hispanic, Harvard Faculty Club, or the US Congress.
.
The US national average SAT score is around 1050.

Two of the Dem's top contenders are really having a tough time of not shooting themselves in the foot. AOC lit herself on fire in Berlin when she tried to answer a simple question and now tells blacks they aren't smart enough to read.
.
EDIT: Adding this for comparison:
.
According to Trump's sister, Maryanne Trump Barry (former Federal Judge, RIP), Trump paid someone to take the SATs for him. (The first time Trump took the SAT on his own, he did not score well. Trump will not release his SAT scores and has threatened to sue anyone who does. The SAT scores would be part of his application records at Fordham, Wharton, and possibly elsewhere. Trump won't release his HS or college transcripts, either.)

http://www.bbc.com/news/world-us-canada-53881222 Donald Trump's sister says he's an 'unprincipled phoney'.
.
"... One of the claims made in Mary Trump's memoir - Too Much and Never Enough: How My Family Created the World's Most Dangerous Man - is that her uncle paid a friend to take a SAT test for him - a standardised exam which determines university placement. Ms Barry refers to this in the recording, even suggesting that she remembers the name of the friend involved. "He got into University of Pennsylvania because he had somebody take the exams," she said. ..."
.
(Using statistics and other methods, it is possible to estimate, within error limits, whether someone cheated on a repeat test. Going from a 960 to a 1560 is highly suspicious. Going from a 960 to a 1060 MIGHT be achievable by taking test prep classes, etc.. Let's see Trump's SAT scores, both of them!)
