I don't think Trump will offer SoS to Romney. But if he does, I think that Romney will decline. (I think they negotiate these things BCD so that Romney declines in private BEFORE actually getting a public offer so as to avoid embarrassing the PEOTUS.)
A BIG liability of Romney is that he would probably testify to Congress against Trump if there was ever an international incident or some other catastrophe. "Trump told me not to back down on this position or that position ... which led to some horrible things happening." Romney would produce the memos and smoking guns even though Trump would deny everything. Just for the record, I never said that.Obviously all that carousel with Secretary of State, including public declamations (or rather "presentations") of those against choosing Romney meant as payback and also to show Romney how much obstacles Trump had to overcome and how much sacrifice to do "for Romney". In short, if he does end up appointing Romney, the intent is to make Romney feel like he owes Trump big time. After that expect Romney to beat Hillary in the department of "the most traveled secretaries of state". That is of course if Trump actually offers Romney the job which still is a big "if".
But remember Romney is also an experienced businessman and he too knows how to play the game a bit. Imagine this scenario: Trump offers the State to Romney, initially Romney appears as though he agrees and then says "sorry I've changed my mind".
If there was ever anything that could undercut Trump in the eyes of a Trumpanzee - this could be it! An obvious loss of face in the hands of a fellow businessman. Don't forget that the reason Trumpanzee loves Trump is not because of Trump's stands on some issue. Trumpanzee entrusts his (or her) messiah with whatever decision making the messiah deems fit to make. Because Trump is a WINNER, he'd make decisions to "make America great again." And now, if all of the sudden Trump appears as a loser, and a loser in his own game, a loser to a colleague - that could be big! No tweeting would be able to make that right.

I can't understand why Romney would accept. Any respect people have for him would tremendously evaporate, given what he's said about Trump, and how Trump has treated him. Plus, any chance he could get, Trump would throw him under the bus. I'd advise him to hold out and run for president in 2020.
The very fact that Trump is even talking to Romney has to be reassuring to many people.
No one had Romney on the radar for anything to do with Trump until AFTER his meeting with Obama, perhaps Obama did put that bug in his ear?
Either way, the fact that Trump would ask and the fact that Romney even showed up to talk to Trump is a very good sign that POTUS Trump will be a bit different than Candidate Trump and won't be as petty and vindictive as the rabid left has been predicting.
So far, except for a few little hiccups, I am happy with what we have seen form PE Trump
