The military "plans" for virtually every contingency, so no matter which direction they find themselves they are prepared.

Really? We were prepared for Vietnam? For the mess in Iraq and Afghanistan? I'd hate to see what would happen if we were unprepared.

The former is typically politcal in nature (at least in part). The latter is what the military plans for trying to see as many moves ahead as possible.
