I thought that is was a clever double entendre. When WRITING a double entendre, something that can be heard two ways to have two different meanings, you are stuck with choosing just one spelling (or, in this case, writing "dam / damn bursting").
"That crashing sound you hear is the damn bursting." = heard as "... the big, bad, noteworthy bursting of the Repub impeachment blockade."
"That crashing sound you hear is the dam bursting." = also heard as "... the dam that is the Repub impeachment blockade is now burst, as if it was an actual dam."
