The fact that it technically was a "proposed rule" and not an actual "rule," while true, is totally beside the point.  Because it was already restraining airlines like Delta from imposing a bag fee on Economy ticket buyers.  And if you'd take then time to carefully read the article, you'd have noticed that Delta re-imposed the fee on Dec. 6th, three DAYS ago.  So your focus on the word "proposed" is a classic distinction without a difference because it was in effect.

First off Delta is not "re-imposing" anything this a a new fee as the article plainly states. Secondly, the fee was not going to be prohibited under the PROPOSED rule, it was only required that the fee be disclosed.
