IMHO, Jimmy Carter. I think its why he succeeded so well at Camp David and Beijing, and ironically why he was so ineffectual in other areas. He's been far more effective as an Elder Statesman than he ever was as President.

And the notion that "local school boards are probably integrities' [sic] last stop" isn't paying attention. If you accepted the same standard that the far Left applies to Republican Administrations --- i.e., corruption defined as advancing the beliefs upon which you ran and were elected --- every politician is corrupt. And even if you believed that the White House was helping its corporate friends --- a nonsensical proposition, given that Halliburton's prominence in federal contracting predated this Administration --- then local school board's are more corrupt, since most are in the back pocket of teachers' unions.
But it's not a "belief", it's a fact. Certainly, Cheney has been directly involved in peddling highly valuable favors and contracts to Halliburton, and other Bush/Cheney benefactors int the Energy industry. That's why he has fought to keep the transcripts from the White House Energy policy meetings out of the public view.
They may run the country in a fashion which some don't like, they may seem to close knit for some people's taste, but corruption is a strong word and not one that would apply here.
And my friend, it would be a long philosophical discussion.
In a similar vein, ask yourself why prostitution is illegal in the US. Because everyone makes more money that way.
In another similar vein, ask yourself what drug laws are really about. Protecting monoplies, nothing more.
What is "right" and what is "wrong" depends on how much power one has. For the masses, it's pretty much etched in stone. For the elite, it's a whole different ballgame altogether.
