Sounds to me like someone who is trying to justify their pro-religion position. Did you know that half the world thinks religions do more harm than good? Many intelligent people have described religions as cults. One German philosopher called religion the "opium for the masses" (his opinion I prefer cult). Even among those who are religious, most think separation of church and state is essential.  Bottom line is if that's what you need to get through the night - go for it, knock yourself out. However, religion is not a universal, unequivocal, inherent human need.
