Actually there is a 'federal referendum' in existence--but it is called a 'constitutional amendment' which is designed to let the masses have their say,but not have sway.An approach that takes a lot of time,a lot of people and a lot 'due process'.Anything that's 'federal' better have enough of a consensus from every segment of the country---voters,gov't,private sector,civil service,etc.

That way registered voters have the final say.
