True or not, the pentagon is seen to have major responsibility for post-way Iraq planning. The post war period has not gone smoothly and many administration assumptions have not panned out. Prisoner treatment is a story that will have legs -- it won't go away soon. It has turned a lot of international opinion against the US. If it hurts Bush with Swing voters, he can lose the election. The SoD did a good job of handling Afgan... and Iraq. However, we are not currently in a war planning and conduct mode right now & he could be replaced. We will not be doing other large scale military actions soon -- we don't have the troops. The SoD would be doing Bush a favor by getting ahead on the prisoner story and stepping down. I'm sure he is considering this today.
