I think you will find Donna just what you described.  She has great reviews and a trophy worthy chest!  You'll love her.

There are boobs, then there are Big Boobs, but then there are BODACIOUS TATA'S  that's all I'm going to say.

You have serveral great choices (as mentioned above), but because the valley is so large, your best choice (in terms of travel time and convenience for you and your provider) may depend on where you will be staying:
(1) Westside Phoenix - I would presonally recommend Brianna, who is fairly reliable outcall/incall and has a great natural D set, technique, non-rush attitude, and delightfully quirky personality.
(2) Central Phoenix - I would suggest "Rosa" (she is relatively new on Eros-Arizona but IS legitimate).  Although she is more simlar to Brianna in body-type than her pic suggest, her breasts are fantastic and if you love a great French accent - she is the one.  On the other hand (so to speak), if you want the BEST incall/outcall non-FS FBSM (bar none), check out Monica (the best natural D and body in the valley in my humble opinion).
(3) Central Scottsale - If you are in downtown Scottsdale, I would personally recommend Chrissy Stone, who is a bit closer to a C than a D, but is a VERY classy, and yet enthusiastic, newcomer (so to speak).  Contact her early, though - as she has a dayjob.
(3) North Scottsdale - I would recommend my all-time personal favorite Debbie, who is thin and a bit closer to a D (despite her modest reviews indicating a C).  She is a real doll who can be naughty or nice, depending on how she reads your vibes.
(4) East Valley -  I have not had the pleasure of seeing Donna (because I prefer incall and her incall location is such a long way away), but her reviews are pretty impressive.
(5) South Phoenix -  If you like them petite, I can personally recommend Lauren, who is now independent (read: reasonably priced) and is really enthusiastic.  I also hear that Sky Silverman is a real catch (again, her incall is just way too far away for me).
