Historically the evolution of humans allowed for probably a least two women to be available for each man.  During the migration out of Africa of Homo sapiens, of course they encountered in Europe the Homo neanderthals already there, of which the Homo neanderthals had a Y chromosome which was more like chimpanzees than humans and thus was attacked by the human immune system during pregnancy causing miscarriages.  Therefore, the only viable offspring between Homo sapiens and Homo neanderthals were XX (i.e. females).  They are thought to be the origin of red hair, lighter skin than African Homo sapiens, and an enhanced immune system.

Thus during their slow period of extinction and during the co-existance of both species, there was a high proportion of extra women.  People are used to having extra women and in modern times, the fact that there is not an oversupply for women is against the adaptation of humans.  The lack of women is causing strife and violence in the population competing for the limited supply.  It is causing the government to prosecute hobbyist in order to encourage their extinction.
