The feds ID'd him that way, not the agency.  The first 8 schmucks in the indictment are Client-1 through Client-8 and the last guy is Client-10.  The Feds are protecting their privacy (for now) by not naming them.  

Anyway, today's papers say Spitzer got himself in hot water by making so many large bank withdrawals he triggered homeland security reporting....  So they started watching him, figuring there was political corruption going on.  

In short, the client got the agency burned.  Talk about turnabout.
