Is this normal operating procedure? I'm from DC area and this just seems strange to me. And by the way the date was not as described. Please be aware for most of the low level agencies that you would see on backpage and the like this would be the standard operating procedure with respect to the baiting and switching that transpires. Also be apprised that there is a lot of upselling with respect to certain acts and the like.  It is certainly the floor of the escort scene and if you can you certainly would want to avoid this. I don't know what you paid but for a little more you could get a verified provider than for what Cin was charging you.

I used to hobby in DC which is a very different place from Philly.  DC is the hobby capital with many local and traveling agencies.  Philly is weak in agencies and you have to rely more on indies.  Philly has many AMPs and a couple city based agencies offer only AA girls.
