Is the 2-call system an LE test? I don't understand what the difference between giving the address on the first call versus giving it during the second call.  Do providers assume that LEs will not make a second call?  I don't understand why the 2-call system exists.  I need to be enlightened.

I believe that it has more to do with not wanting *you* to have the incall address early. Also, if you are LE noone wants you to have the ability of sitting there to harass other visitors.
