You can register with them and they will offer you alternative ways to get screened if you call them at this number: 1-877-446-2411.
I had the same issue and they solved it.
Then look for P411 providers who are listed as "newbie friendly" and require no "OKs."  Once you've seen one, ask for her OK.  Once you've got a couple, most gals will see you.

P411 is prob the best to work with those of you that are self-employed, or otherwise can not supply employment information.
