Just curious:  when a BD/SM provider mentions "no illegal activity" in her ad (either on TER or Backpage) just what might that cover?  I presume this does not mean robbing a bank....

It really means very little in the hobby.  She is trying to protect herself from LE, but it's pretty obvious what she is up to.

in rare jurisdictions where such ads might be prosecuted under local statutes as solicitation.  In most jurisdictions, ads don't qualify on their own & undercover LEOs are very good at getting a person (remember only 2 people there a provider or client & a LEO) to say something to indicate sex for pay...  in which case, the ad is moot.  (And difficult & elaborate to link an individual to the ad...  not worth the cop's time.)  
Once an actually solicitation or illegal exchange takes place, the action supersedes any such disclaimer...  so the disclaimer is/was basically a waste to time & effort.  

I do not suppose a BD/SM provider means anything else by it although it might be possible to use that as a scam to tie a guy up, take the donation & then say "See my ad said nothing illegal would happen!"

Really, the purpose of TER is to get reviews where you have some feed back as to the actual activity before you walk in the door.  Now some are wordy, others wax poetic...  but at least you had something besides her advertising.   Yes, you need VIP to scratch down your bucket list...   Reviews may not be perfect but have a place in your research

That sexual favors are available, as opposed to a massage ad which says non-sexual.  The advertiser falsely believes that statement is protection from soliciting charges.  Usually the first time they get busted is when they learn that or that cops don't have to admit they are law enforcement when asked.  Yes cops lie all the time!

There are escorts who offer BD/SM as part of their repertoire, and there are BD/SM gals who offer no sexual services.  The latter is legal in most places, and this provider wants to make it very clear to prospective clients that she offers the latter, so no one is disappointed.

Yes, it is perfectly legal for a person to whip you and tie you up, among other things.  As long as there is no exposure or touching of genitals, etc., no laws are being broken.
