I just simplify it to "a time sensitive review of a visiting (touring) Provider who will be leaving your locale very soon."  There are OTHER criteria, but that's one of the basic reasons.

Are mini reviews an acceptable way to share one's experience with 1. no shows, 2. escorts who only post on other boards (can't link but e.g. Skip, Crawler), or 3. associating a phone number with a bad experience (YMMV but it could be helpful to know what you're getting into before dialing)? Last question, should they be done on a regional board, or elsewhere? I'm guessing these are all off limits, but just in case. Yeah a noob moaning, I'm sure that's unique and fun. :)
According to the rules, your reasons don't count:
1. no shows - nope
2. ads on other boards - nope
3. just to associate a phone with a bad experience - nope
4. the rules just say "discussion boards" but I think that the regional discussion board is the proper place to post

Back to your IMPLIED reason for posting, you CAN post about bad experiences on your local board without it being a mini-review. And, of course, you can submit a FULL Review about bad experiences with the exception of NO SHOWS. You can only submit a review if there was an actual meeting of some sort. You can show up, take one look and bug out because of B&S: reviewable. She can open the door, take a look at you, slam the door in your face because she doesn't like your looks: reviewable.

Don't think  mini review will work for that. Read the guidelines I linked below. I think there are several ways what you want to do doesn't fit the guidelines but the the main one is you have to post an full regular review within a short time frame after the mini review. If there is some reason you can't post a full regular review then you can't post a mini review either.

What if I want to post a good review of someone who advertises here but has no reviews so far (not one)? I saw her about a year ago when she used a different name. She was my first, she's great. Her rate and name have changed but it is the same escort; she was not with Tryst at the time but is now. There are others too but Covid19 has slowed things down immensely. There are so few recent reviews for my area.

She will need to have a viable web presence on an ad board or personal site -- cannot use a link to some other review forum.

And please do take a look at the TER Instructions. They are actually informative.

You can just submit a regular review! (As long all the criteria are met.) You will have to enter all the relevant info and build the entire Profile ... but I think you know how to do that. If not, ask again.

You can mention that stuff in a regular review if the regular criteria are met.  You might want to check with her first about the level of detail. She might not want people to know her former name. "I first met Mary a year when she was using a different name [but not specified]. ..." is a  lot different from, "I first met Mary a year ago when she called herself Susan and was charging a lot less because she was really skanky but she has changed her image so she could raise her prices." One is "simply" informative (she is experienced and not entirely new). The other is kind of negative or mean.  (I've known hostesses through phases of their careers and I have ZERO reason to mention anything that might diverge from their current persona. "... knew her previously ... different name ..." might sometimes generate a Private Message PM: "Is Mary the old Susan? I thought she looked familiar. Susan was great! Thanks for confirming. I think I'll go see Mary.")

Also, if someone posts a comment on your regional board: "Mary is touring here soon. Ad looks intriguing. No reviews yet. Anybody know her?" You can either PM or post a reply that, "I met Mary a year ago (using a different name). Based on that experience, I can highly recommend her."  If you, yourself, are too new and unknown, you might not be considered a reliable source as yet. Don't be offended. If you START a new thread ("the OP" = the original post or the original poster) about Mary, you'll be called a shill. Replying is not shilling.
There are others too but Covid19 has slowed things down immensely. There are so few recent reviews for my area.

You actually CAN submit a  review on a NO SHOW, but only if money exchanged hands. IOW you sent her a deposit and she never showed up for the session.  

 
This was not always the case, but it does appear to be TER's present policy.
