...no provider status on TER. Everyone is a basic member. Then guys can pay for VIP or write reviews to earn it. Providers are identified by the "see my TER reviews" notation when they post. That only appears if they have applied for the limited provider VIP. Otherwise the only way to know they are providers is for them to say they are and/or guess from their board handle. Seeing their ad on their regional ad board lets us know as well.

I'm going to suggest you read the Self-Help Center. The link is on the upper right of the discussion boards under the red & white life preserver. There is a lot of info there including your question.

Hope this was helpful even if a bit wordy.

who do i send my ter # to be linked to my acct?

It is already linked to your profile. If you look at your profile you will see TER#

When you post it shows your handle (account name) EliseBlack, and underneath there is a link to see your reviews, which takes viewers to your profile.  With that you should have Limited Provider VIP status, which allows your to read the juicy details on your own reviews and to use the PM system.  You must upgade to paid VIP to read other reviews.

...the fact it says "see my TER reviews" below your handle (EliseBlack) indicates you have linked your profile including your provider ID number to your account. This also gives you PM privileges and you can read your own reviews in their entirety. (FYI: your TER id # is on the upper left of your profile.) TER admin is who you deal with/dealt with to do this. Use the contact us link at the bottom of any page.
