I saw an Ad for a girl traveling to my area.
What in the hell is the difference?  
I find the terms kind of odd.. of course, she has no reviews here so off limits to me..

In many years of playing this game, I've NEVER heard of these categories. And since you can't ask her or read any reviews.....stay away.
I could make some guesses, but why bother?

Clearly it is an attempt to do what economists can price discrimination but the terms are something she just made up.

 
Seems like a very YMMV and major up-sell, under-deliver type situation. I know you're not moving forward for for newbies that ad should me "proceed at your own risk" and I would say that is true even if the provider has TER reviews. The exception would be if someone reviewed her, has at least 10 reviews and that has also reviewed some girls I've seen so I have some idea of how they review.

Way back when, no gal would ever kiss, even if you could do just about anything with her (I'm talking about the time of the land without AIDS, when BB was very common.)

Then, the term GFE came along, and its most defining differentiation concerned kissing. So with that in mind, here's my take on the gal's tiers of service:

Slight:   A peck on the lips, mouth closed.

Partial:   Mouth open, but no or very minimal tongue.  (Tongue tips can touch, but no more.)

Full:  Tonsil hockey.

 
Tiers of service is not uncommon, by the way.

One gal I see has three as follows:

Spa session:   Massage (very good one, by the way) with a happy ending.

Encounter:  Massage with BBBJ (no completion) with a body slide to complete.  

Relationship:  Massage with covered FS ending or BBBJTCNQNS.  

Since the second tier is only a bit more expensive than the first, I opt for that.   The third tier is quite a bit more $.  She offers DF kissing (not DFK), with all three as part of the "get warmed up" make out session.

 
Many gals offer two tiers with FS being the main difference.  Some allow  BBNQNS, others NQ, and some no completion.  A few allow COF however.  Strange thing that.   Some gals will drink all the cum you can offer, but freak out at the suggestion of cum on any part of their body, let alone their face.  On the other hand, one gal won't allow me to cum in her mouth, but insists I finish on her face.  Go figure.

I haven’t seen the 3 tier ad like the one you mentioned, but it doesn’t surprise me. I think those kinds of ads are becoming more common, but only the person posting the ad knows what it means. (And even that might be questionable. lol)

We can all make assumptions as to what those terms mean but we’d probably be wrong.  Bottom line is unless she has reviews, if you elect to see someone with an ad like that, you’re going in blind.

Light:   You take her to dinner, drive her home, and get a peck on the cheek with a request that you call her sometime that week.

Moderate:  You take her to dinner and a movie.   She invites you in and proceeds to have you help her rearrange her furniture and then gives you a quick squeeze and hung, then asks you to bring out her garbage on the way out with an offer to meet and do this again next weekend.

 
Heavy:   You take her shopping for new shoes, dinner, and a broadway play.   You drive her home and she invites you into her bed room where she asks that you get comfortable.  No sooner than you do her cellphone rings and it's her mother calling.  They proceed to have a battle royal for the next hour leading you to pull your clothes back on and sneak out undetected while putting her number on DNA.

All of the various marketing BS that someone uses to induce a reaction (or forlorn hope) that kissing, untranslated French or any of the other "classic" GFE terms is just that -- BS.

I don't see providers who are going to BS the client.

If you're a "safety" girl, just say so...or plan on offering TRUE GFE and price accordingly.
