Approximately two to three years ago, I requested to have myself delisted as I was retiring my previous name and stepping away at the time. I wanted to confirm whether I would be able to create a new account and participate again.

Basically you have two choices . One would be to contact TER and work with them to activate your old account.  That gives you history and some reviews . Once resurrected can ask TERto update things like age and rates
Plan B would be to be sure you have an add somewhere and if seeing any clients ask one to write you a review. Hopefully individual has  a review history which will help you hit the ground running.
