Why is it some city get there own ad board yet others get only a state ad board?

Many cities have more posting than entire states. Look at Kansas. (E)

ok.. but say like Florida .. south fl n central fl should have different ad boards

They tried splitting Florida up

several years ago.  It didn't work, so they put it back into one board.

well i have seen alot of site revamp there ad boards... n so far i like p411 ad board bc it is a available now only board n all ads r set up the same. its all fill in the blank for the provider.. n has a search only location
