I can't speak from first hand experience, because I used newbie friendly provider referrals to get verified. (If you can do it that way, great, BTW.) But P411's help line has been very responsive on other issues, and posts here have attested to their willingness to work through unusual employment situations.
My problem was I don't have an employer. Since p411 has an 800# (unlike DC) I spoke with a nice lady there who offered alternatives. I faxed her some info and was cleared. Then I saw "newbie friendly" providers from P411 who OK'd me and I was in like Flynn.
I also got into p411 by other means, I called and explained my situation and the lady stayed on the line with me until I had sent everything she needed and she verified it was enough and told me I was good to go. She even let me hold off on sending any money info until she had already verified me.
