Hi everyone I am a little new here, I've been searching through the newbie forum very curiously. I was wondering if there was a place on here where the providers could place links to their websites too?

when you post an ad on your local board, you can link your website

That's the only price to pay for getting to link to your site when you post.

You can also post ads on the regional boards up to once every seven days.

There is a Newbie Manual with a link to it on this page.  I suggest reading it to learn how to get the TER logo onto your website as well as all the other rules pertaining to writing posts, ads, etc.
