I'm setting up a get together with a provider that wants a reference.
Do I need to OK that with the other lady before I give out her info??

Of course. I'd definitely want the okay if I were to be used as one.

A lady as a reference.  Also if a lady does not post a phone number on her site, but gives it to you for the appointment, always check before giving it out.  Its always best to ask:

A) can you use her as a reference and
B) the preferred method the other provider should use to contact her.

For my references I asked after my appointment with them. If the time goes well, and they know you're a newbie, they should generally be receptive.

Many will have no problem with that, especially if you have an ongoing thing with her.  Beware if your request threatens her turf, though...
