Do i need to be a VIP member to post a ad here?

Just make sure you abide by them.
Nothing there says anything about having to be VIP, so I'm not sure if it's a requirement to post an ad here.

You need the TER banner/emblem on your home page

Post one ad every 7 days on your local regional board.

If your touring, you must list the city and dates of your visit in the ad title.
If your touring and your visiting different cities you can have multiple ads going on multiple regional ad boards, but only once every 7 days per each regional ad board.  

She needs the TER banner on her home page IF she links her website. But she doesn't have to link her website. She can link to an ad on a non TER competing site, or profile on P411, date-check, etc.
