I'm a provider and i am in San Diego and i am kind of lost in this board...Where am i allowed to post???...In San Diego Regional Board Only or in every Regional Board???...

I assume you are talking about posting ads. If you are just talking about posting comments or questions, you can post on any board you want to. Of course your home board will make the most sense, as far as getting people to know you.

For posting ads, you can post one every 7 days on your home board. There is an exception when touring. Many ladies in San Diego, Los Angeles, and Orange County will service all three areas. If you choose to do that, You can advertise on all three boards. But the 7 day rule will be in effect, so you could post on one board, then 7 days later post on aother one, and alternate between the two or three boards. If you only provide in San Diego, then you should post ads only there.

especially regarding the self-help center.  It is full of information for everyone new to the site.  I believe that if you are touring you are allowed to post ads in the cities you are visiting within the 7 day rule.  It should be explained within the ad posting guidelines, exactly what is allowed and what isn't.

You can post comments on any board with the link to your website on them.  The more you get your name out there, the better off you will be.  Posting lets potential clients know more about your personality.
