In my experience, party friendly is more like coke etc. When a client asks me if I party they usually mean stimulants.

Hello TER, I've come across a few Providers profiles, and I notice some similar descriptions where they have "Party Friendly." What does that mean? One stated 420+party friendly. I thought it meant smoking weed but it already ready stated 420 lol. Heavier drugs? Drinking?

I think the question is whether "420+party friendly" is a redundancy or 420 plus something different. As nick pointed out, party friendly usually means 420. And anything beyond that is speculative. I'd assume it's just a redundancy for the time being. Maybe the Provider felt "if they don't know what 420 means, maybe they'll know what party friendly means." Or maybe it's just bad writing.

Does she have reviews? Any hints from the Juicy Details? Do you think you ask her directly via email w/o being a time waster or otherwise getting blocked? Did you ask about her on your local board?

Just to be redundant, I'd assume she's just being redundant.
