Read all the materials related to providers; especially the Ad posting guidelines (link below), also info for providers and how to get your website TER reviewed, etc.
You can start posting an Ad every 7 days on your local board. I don't know where Bullhead is in relation to Phoenix, but you can probably post on the Phoenix Ad board. There is also an Ad board for "other cities" which you may be able to post on as well.  
Also, get yourself a website, good pictures, etc.

don't know where Bullhead City is, but Phoenix is only regional board in AZ.  If you're closer to Vegas, that would be another board to post on.  Lovetodaty gave you good advice, when he said to read the self help center.  Pay close attention to the provider info sections.  To post ads on the ad boards, you need either an ad on an escort mall, or a personal website.  If you want a website, there are several free templates out there you can use, or you can have one done for you, or do it yourself it you have the computer skills.

Just so you know, your first review will establish your profile for you.  You don't do it yourself.  You can amend it later if anything needs changing by submitting a problem report.  Once you get a review, you can contact admin and ask for free limited VIP and have your review linked to your handle.  This will allow you to use the PM system, and every time you post the link to your reviews will appear under your handle.  That will make it easier for potential clients to check you out.
