There's really no way of knowing before hand unless you get a reliable report from someone or from a review.

Also, even at the same MP, it is often up to the provider and how safe she feels with you.

It's like rolling the dice, which makes it fun in a way, but not if you are looking for the "sure thing".

L1 == handjob
L2 == blowjob (maybe covered, maybe not)
L3 == full service

Depending on the place and the city, you might get all levels available for the right price, and you might not.  It also sometimes varies with specific ladies, too; some will only do L1, others will do more.
