I assume any agency will want full name, adress, phone, employment and refrences.  Isn't this a bit risky from a if they get busted so might you perspective.  And I assume if you don't give them the info you don't play. What if you have no ref's cause your a newbie or an infrequent hobbiest? What about independents, are they likely to set up an appointment with your call from a back page ad or a review, do they generally want your full name and info for a google search or will they just try to feel you out on the phone and check to see if your LE in person with a show me your junk first, kinda thing. How much info is requested and how much info do you give (real info).
When you are brand new, you give out whatever information they ask for - remember from their side they are just as concerned about you having no references!

After you see a few providers, you can usually use references in place of some personal information (though some providers still want some things like real names which they check against an ID).

So, the approach to take is - when you start out, absolutely only see well-reviewed providers.  You can be fairly sure they are not LE, and on top of that being professionals will treat your information with care.  That is also a good reason to go with independent providers, they are less of a target for LE not having as large a database of contacts.

You seem to be swinging down the wrong way, thinking to see providers who ask for very little information up front.  That is way more risky, LE doesn't care what they get up front because they can work it out of you at their leisure once you are in a cell...

Every one works differently what one agency might ask another might not.
If you have no references you might want to search this board for the topic "references"a lot of info will come up.If you are a newbie with no references you might want to think about signing up for a verification site such as P411 or Date-Check.As an Independent provider again every lady is different on what they require to set up an appointment.Take a look at the ladies ads and/or website to see what info is required to set up an appointment.I would be leery if you contact a provider and she does not ask for any kind of info from you.
Give out as much info as you are comfortable with providing there is always going to be a lady that will work with you it is up to you if you want to go that route.

There are lots of well reviewed ladies on here that do not ask for any references or personal information.  If they are well reviewed does that make it any less shady?

That is all just rumor and hearsay... an old wives tale, really that doesn't protect anyone from getting in trouble.

There is no way to "feel out" someone over the phone to know you are safe meeting them in person.

And references aren't just about avoiding getting busted. There is risk of robbery and rape also. It happens all the time.

Independent girls each have their own screening processes. I know I do things differently than some other girls do. I never ask for someone's full legal name to make an appointment (but some do!), but I will ask to see ID to verify a Preferred411 membership or some other information I asked for and they gave to me prior to meeting. It all depends on the circumstances of the date.
