I'm new... Do I introduce myself to the gentlemen on TER board?  If so, where?
I hope this isn't a dumb question.  I'm working on my website and will post ads.

...a joke is not the right way to introduce yourself.  

You should post an ad on your regional ad board when you have an internet presence (website, Cityvibe ad, etc.) to which you can direct people.  

You may also want to post on your regional board if you have something to contribute so that people can find out what you're like.

Start posting there, which will get your name out there.  Since you have a website, you can  post an ad on your regional board once every 7 days.   If you have not already done so, read the self help center, and pay special attention to the info regarding board posting rules, and all the stuff for providers.  

Once you have a review, you can ask admin to link it to your handle.  That way, when you post, the link will be on your post, making it easier for potential clients to access your profile.  You can then also ask for limited VIP which will let you read the juicy details of your own reviews, and use the PM system.  You will have to pay for VIP if you want to read reviews of other providers.  Once you have 3 reviews, you can ask for admittance to the providers' only board.  However, for this you must have demonstrated that you can follow the posting rules.  That's why you need to start posting on your local board.

If your local board has picture theme days, you can post a pic, but you can't include your site link on it, that makes it an ad.

Anyone can post on the local ad board.  I don't see that she needs to have her web site up.  I think she could link to an ad on an ad site.  So long as she follows the rules.
Now, she may not get many calls as she doesn't have reviews yet...  but maybe a vetran hobbiest would care to TOFTT.   I HAVE met fine ladies with few reviews but we exchanged messages & got our confidence level up.  Since she's not yet got reviews, she can't have the provider free "limited VIP" yet so would need to pay for VIP or use other means to communicate...  I suggest a provider "work email" separate from her personal email.  She should have a separate phone too.
