It's too bad you called him back because that only feeds his desire to cause more pain.

What you do is contact TER management, and encourage your friend to do likewise.

Tell them who it is and exactly what he said and hope that they take some action.

Also contact any screening lists or sites where gals can drop a dime on a trouble maker like that and warn others about him.

Today I was contacted by a TER member that was......well just plain mean. First he called my girlfriend who is also a provider and told her "Your reviews suck I will give you 100 for the hour and I will leave a good review....you need it." She hung up..... then he called me and said "I'm a big deal on TER....I want a discount or I will leave a bad review."

After I searched his name I saw that he gives ladies that are averaging 9's and 10's, 3's and 4's and left racist and sexist comments in all his reviews. So to be polite I called back just to let him know I was not interested in meeting him, he did NOT like that and is now threatening  me with a bad review, even though we have not meet.

Is that even possible? Is this blackmail? What can I do if anything? Am I wrong for not wanting to meet a manipulative racist?

It's easy to join the Providers Only board.  Above you'll see "More" use the drop down window after you click on  it. It will lead to the providers only. Follow the directions, and ter will approve you quickly.
Then you can post about this client there to 1. warn ladies about it. and 2. inquiry if any other ladies have been approached by him.  So besides you and your girlfriend, you maybe able to get a few more providers to complain to ter adm as well.  BTW, in Phoenix there was recently a situation where ter adm banned a hobbyist for harrassing providers.  And take mrfisher's advice, ignore all future contact with this guy. .....unless he lies and submits one.  if he does contact admin and get it pulled.   guy sounds like a real douche avoid him.  anyone that trys to leverage a review for a discount is scum.

Live and learn.  You never should have called him back.  Think about what made you do that (you are probably just too nice!).  You don't owe any client who is at all questionable a call back.  If you get a bad vibe from anyone, steer clear.  All the best in the future.  He probably won't write a fake review but, if he does, you now know how to get it removed.

Use the "contact us" button.   If he does submitt a false review, you'll have grounds to have it removed.  By all means, use the PO board & any other means to protect yourselves from this scum bag.

AND contact the TER admin who is NOT the bully and blackmailer.

The guy was most likely jacking off to his own calls.  He just wanted to be a tough guy.  Some losers are into being a bully to providers.  That makes them feel better about themselves.
