EOM = End Of Message. When you see this in the title/subject line it means there is no message inside.

Now if you see someone who posted a EOM as I did above and someone reponded to it the subject line of the original thread will be copied to the responders subject line so the responders subject line may say EOM, however there is a message.

So the EOM rule only applies to original posts, not responses to the post.
