What does a provider have to do to "join" P411?

I found a provider account that had fake pictures and a "no review" rule...  

Curious, I asked if anyone had seen her on my local board and no positive responses.  

I am assuming she is a scammer or fake.  

I assumed that providers were verified by P411 as well...  

Is that true?

For a profile on TER that is true. Not true for P411. EOM

A provider has to have a review posted by an established reviewer

on a review site like TER or other review site, or she needs to be vouched by a p411 client in good standing.

A no review policy is not a p411 issue. Using fake pictures is a p411 violation. Report her to p411 if she is using fake pictures.

All systems can be scammed. If you find a violation just report her. You'll get some good karma out of it too.
