I'll be seeing my 3rd SP, in a few days.  As a "newbie", during our "get to know each other chat", would I be out of line to tell her what I'd like to do, and mention any potential problems ( such as premature ejaculation)

So you should know a lot going in. The important thing is how you react. I suggest that you start slowly, focus on satisfying her first, this will help with pre-mature ejaculation.
