I think TER prefers you use the last banner at the far bottom of the page on either the first or second page of you site.

You can also add other banners anywhere else on your site.

It is not really a banner exchange. If you put their banner on your site, they will allow you to post a weekly ad on the Chicago or other regional board with a link toy your site.
