I thought this was as good a place as any to ask as I do not see a Tech support forum I can't seem to be able to rate a review if I find one I like. I see some have ratings while others don't so I know the ability is there. I see the stars, but just cant choose them. Is this a limitation as I am new here
I could be misunderstood but all the review scores get averaged and that's how providers get their "score" which are two numbers for appearance and performance. As I understand it providers need a certain amount of reviews to get star ratings which are based on their scores. I don't know if it's the same number but providers need 20 reviews in order to be placed on local top ranking list. To stay up there they need a review within the last 3 months.
...based on the average of the provider's scores on her reviews. Check the Top 100 lists you'll see stars in far the right column. The higher the average the more stars. Also note portions of stars. There is no way to rate a review.
Ladies that have no stars on their profile have less than 5 reviews.

that was a feature that would add anything to TER. Is that because I am not a member of the "Facebook Generation" who thinks the world cares about my opinion?
It's not really my generation either. Well, it is, but I never bought into the hype. I'd just like to tell a guy Excellent review when I see one. Or maybe ask a question, Are the pics real? Is she willing or able to do a certain position? Are her Tatas really that big? Etc..
The problem at the core of this site is the complete corruption of the numerical rankings and, indeed, the entire review system for a host of reasons. So if we could, in effect, call bullshit on inflated scores it would increase the utility of the reviews here. PS: the chances of TER accepting the idea of rating a review are slim and none.
