The primary purpose is reviews so the guys can search and find a provider that will fill his wants and desires. That's what it was started for. Reviews serve as warnings to stay away or to go and see.
It also serves to keep everyone informed on topics related to the "hobby" The discussion boards help with this. The PM (private message) system allows members to communicate "back channel" for whatever purpose they choose. I have used the PM system to communicate with providers and set up appointments.
It also affords a place for providers to advertise and communicate with others. They can research the guys by their posts on the discussion boards and give guys referrals to let other providers know that he is an ok guy to see. TER calls this a White List referral.
Many members never do anything with TER except read and write reviews. Many just use it for research to find providers. Many use it for entertainment. Many use it for all of the above.
Join in, you'll likely enjoy it. Let me recommend you read the Self-Help Center which can be found at the upper right of most discussion boards. It's under the red and white life preserver. Just click the link. Then click and read every link in there. Even the ones directed at the providers. It's good to know all you can.

I also recommend you read back several pages of this board "the newbie board" (aka FAQ for Newbies). You will see many questions repeated. Chances are good any question you have has been asked and answered many times.
