First, your visiting dates must be in the subject line of your ad post.
Secondly, your ads had no link to a website, escort mall (city vibe, Eros, Backpage, etc), or your reviews.

Fix those two issues, and your ad will go up.

I was told before that I could post ONCE  a week in the advertiser section under a regional board. I have attempted twice now, but the ad never actually posts.

Can someone tell me what I need to do? this is very frustrating!

Find your regional forum and post your ad there.

Read the Self Help Manual carefully on the whole subject of advertizing on TER first.
