ANYBODY, agency or independent, who is not screening is going to get themselves into trouble sooner or later and potentially drag you down with them.  If they aren't screening, pass them up.  If I were a hobbyist, I would be much more wary of an agency who is not screening even more so than an independent.  L E is going to go after big money and felony charges whenever possible and that's more likely going to be an agency versus an independent.  They can usually tack money laundering and tax evasion onto an agency so they are going to go after the bigger fish.
