That is why the posts keep on getting denied.

Use copy and paste.  Copy the text of whatever you want people to see, and paste it into your post.  As long as you do not include the sender's email address, I see no reason why that should be disallowed.  I'd also suggest you not mention his handle in your post.  Tell readers they can PM you for his TER handle.  That's what I did when a provider NCNS'd me.  I told the story of what happened in the post and had several guys PM me for her handle.  The guy doing this to you will undoubtedly recognize that you are talking about him, but proving it will be difficult with no names posted.

Agreed you have every right to be furious but HE is abusing the REVIEW SYSTEM.  That is wrong on every level.  Send it to TER Andin throug hthe Contact Us tab.

I don't think you read my post right.  In no way did I suggest that the OP mention any handles or email addresses.  No way should anything I suggested as violating TER posting rules.

Copying and pasting a PM or email onto a public board has always been against TER rules, even if the handle or URL is redacted. It is most definitely against TER rules and you have been around for plenty long enough to know better.

Including any PMs from TER. The rules say nothing about handles or addresses. It says NO content copied from emails or PMs. How do you not know this??

to see if posting could be allowed as long as the particular member is not identified in the post.  I think that is somewhat implicit in the rule, though not very clear.
