ck in the day (two months ago, Lol) I wanted to join an agency but was rejected by quite a few.

Now I'm just wondering; are there any NYC agencies that actually represent AA providers?

Every now and then I see agencies with AA providers on the boards. Not sure if they are based in NYC or touring there but I have seen high end quality agencies with different races.Latina,  AA, Caucasian  etc.

In some cities, there are agencies that rep both their local girls and also touring indies.  If you are NY based but tour to Boston, the agency will list and schedule and help you while in Boston.  

I'm never sure of the deal with indies, but I always see it as a win-win.  

The major problem in your case would be finding the right agency. A $$$$$ touring indy is out of place on a website that is mostly $$$. Their clients might not go for the extra.
