I am looking for a very special time, I do have a few hopeful requirements, first I always show dressed in a nice suit with clean white shirt and tasteful tie, I enjoy having lunch or a small dinner first , with a good wine just to break the ice, I really enjoy a petite woman with an I toward fashion who loves to get dressed up. The NY Ad Board is a good place to start.  Most providers offer 3-4 hour extended date packages for fulfilling your exact fantasy.  I however don't own any cherry red lip gloss or perfume, and while I could go out and get those things for a date if someone really wanted me in them, I think you'll have more fun with someone who is already inclined to present herself that way.  Go browse the ad board for ladies whose fashion you enjoy and contact whoever strikes your fancy!
